Creates the Statewide Procurement Efficiency Task Force to evaluate state and local procurement laws and policies and identify inconsistencies affecting taxpayers.

Task force composed of 14 members including the Secretary of Management Services (chair), seven Governor-appointed officials from county/municipal government, school boards, and professional fields, two each from House and Senate leadership, the Chief Financial Officer, and the state chief information officer.

Members must be appointed by July 31, 2017, with the task force meeting by August 31, 2017, to establish procedures and elect a vice chair; meetings held primarily in Tallahassee with up to two meetings in other locations for public testimony.

Task force must submit final report to the Governor and Legislature by July 1, 2018, with recommendations to promote procurement efficiency, streamline policies, establish best practices, and increase use of state term contracts.

Task force terminates December 31, 2018; members serve without compensation or expense reimbursement; administrative and technical support provided by the Department of Management Services.
