Creates exemption from public records requirements for audit and investigative workpapers, records, reports, reviews, inquiries, and other documentation obtained during active audits or investigations by the Chief Inspector General and agency inspectors general.

Exemption applies only while an audit or investigation is active; documents become public records once the audit or investigation concludes, except for information protected by other exemptions.

Protects the identity of individuals who file complaints under the Whistleblower's Act unless the inspector general determines disclosure is unavoidable during the audit or investigation.

Establishes that exemptions are necessary to preserve the integrity of audits and investigations and enable inspectors general to conduct independent and complete reviews.

Exemptions subject to Open Government Sunset Review Act and automatically repeal on October 2, 2022, unless the Legislature reviews and reenacts them; effective date contingent on passage of CS/HB 1283 or similar legislation.
