Allows businesses licensed to sell alcoholic beverages for on-premises consumption within Jacksonville's Stadium District to sell beverages for off-premises consumption during special events, with beverages remaining within the Stadium District.

Requires a $100 application fee to the Department of Business and Professional Regulation for off-premises sales, but businesses pay only one fee per calendar year regardless of number of events.

Jacksonville City Council must specify a maximum 3-day period for each special event, beginning no earlier than 12:00 noon on day one and ending no later than 12:00 midnight on day three.

Defines special events as ticketed events at five specific venues (Baseball Grounds, EverBank Field, Amphitheater and Covered Flex Field, Veterans Memorial Arena, Fairgrounds), plus New Year's Eve and Gate River Run events, plus up to 10 additional events annually declared by City Council.

Takes effect upon becoming law.
