Amends Chapter 87-471, Laws of Florida (as previously amended by Chapter 2016-248) to expand the number of designated special zones in Jacksonville, Duval County, from five to eight by adding the Murray Hill Commercial Area, Springfield Commercial Area, and San Marco Transportation Corridor

Provides exceptions to the standard space and seating requirements under s. 561.20(1), Florida Statutes, for special alcoholic beverage licenses issued to qualifying restaurants located within any of the eight designated zones

The Murray Hill Commercial Area encompasses parcels along the Edgewood Avenue, Lenox Avenue, Post Street, and Cypress Street corridors within the Murray Hill Heights, Riverside Gardens, Jasmine Place, and related subdivisions

The Springfield Commercial Area encompasses parcels across multiple Springfield subdivisions and adjacent areas along Main Street, covering numerous blocks referenced to Hart's Map of Jacksonville

The San Marco Transportation Corridor encompasses parcels in Fletcher Park, Shadyside, San Marco, Riviera, Oklahoma, Phillips Addition to Palm Park, and surrounding subdivisions and replats along the San Marco Overlay area

All zone boundaries—both existing and new—are defined by detailed metes-and-bounds descriptions or specific lot, block, and plat book references recorded in Duval County public records

Qualifying restaurants must be bona fide restaurants occupying not less than 1,800 square feet of floor space with seating for 100 or more patrons at tables, serving full course meals regularly, and deriving no less than 51 percent of gross annual income from on-premises food sales

The five previously established zones—Northside West, Northside East, Southbank, Riverside Avondale Urban Transition Area, and Riverside Avondale Commercial Character Areas—are retained with unchanged boundaries

All special licenses issued under this act remain subject to local zoning requirements and all provisions of state alcoholic beverage laws and Division of Alcoholic Beverages and Tobacco rules not inconsistent with the act

The act takes effect upon becoming a law
