Authorizes the Monroe County School Board and Board of County Commissioners, or any political subdivision thereof, to conduct public meetings, hearings, and workshops using communications media technology if uniform rules are adopted.

Requires that no final action be taken at meetings conducted solely by communications media technology and that rules provide equal consideration for evidence, testimony, and argument presented in person or by electronic means.

Mandates that notices for meetings using communications media technology must state how persons may attend and identify locations where communications media technology facilities will be available.

Preserves public records inspection rights under Florida law and voids any official action that limits access to meetings to places not normally open to the public.

Takes effect upon becoming law.
