Prohibits selling, manufacturing, delivering, or possessing with intent to sell synthetic cannabinoids within 1,000 feet of public parks, defined as all public and private property designated for recreational use by the general public.

Makes violations of the synthetic cannabinoid park restriction a first-degree felony punishable under Florida sentencing statutes.

Authorizes law enforcement to arrest without a warrant anyone suspected of possessing synthetic cannabinoids if probable cause exists based on the substance's appearance, suspect's statements, or behavior consistent with use.

Adds synthetic cannabinoid offenses within 1,000 feet of public parks to the Criminal Punishment Code's Level 5 offense severity ranking chart as first-degree felonies.
