Requires local governments to include protection of private property rights as an enumerated element in their comprehensive plans under Florida growth management law.

Mandates creation of a private property rights element that establishes principles, guidelines, standards, and strategies addressing consideration of impacts to property rights, economic development encouragement, alternative solutions, and degree of harm from noncompliance.

Requires counties and municipalities to adopt or amend land development regulations consistent with the private property rights element within 1 year after adoption, with adoption deadline of the element by July 2019 or the next evaluation and appraisal update review, whichever occurs first.

Specifies that the state land planning agency shall approve private property rights elements that substantially conform to a prescribed format including a goal requiring balance of comprehensive plan provisions with private property protection and economic development considerations.

Takes effect July 1, 2017.
