Removes the authority's and board's power to acquire land through eminent domain or condemnation, but allows Lake County or municipalities to acquire private property through eminent domain upon the board's recommendation.

Prohibits the board from expending public funds to promote recreation and tourism, but allows promotion through resolutions, press releases, and electronic communications.

Restricts the authority from developing or operating active parks except for Hickory Point Park, but permits development and operation of passive parks on authority-owned property.

Requires the authority to publish financial statements, a 5-year goals plan, and an annual report on its website and submit the annual report to the Legislature, St. Johns River Water Management District, and Lake County Board of County Commissioners.

Authorizes the board to remove navigation hazards and blockages from major public waterways when technically, environmentally, and economically feasible, limited to waterways with legal public access.
