HB 1327 - Behavioral Health Services Summary

• Authorizes the Department of Children and Families to approve receiving systems for behavioral health care and adopt rules for approval and suspension or withdrawal of such approvals.

• Creates the Substance Abuse and Mental Health (SAMH) Safety Net Network to expand community mental health and substance abuse services to Medicaid-eligible individuals through managing entities, including services like outpatient detoxification, supported employment, housing supports, and crisis intervention.

• Requires the Agency for Health Care Administration to contract with managing entities to deliver SAMH Safety Net Network services and develop rates based on full cost of services plus reasonable administrative costs.

• Requires court hearings for involuntary substance abuse services to be scheduled within 5 court working days unless a continuance is granted.

• Directs the Agency for Health Care Administration to seek federal authorization for administrative claiming under Medicaid to fund team-based interventions, child welfare case management, and central receiving facility services.

• Takes effect July 1, 2017.
