Adds legislative intent to encourage frequent contact between children and each parent to promote close and continuing relationships.

Authorizes the Department of Revenue to establish a Title IV-D Standard Parenting Time Plan in administrative child support actions when both parents agree and sign the plan.

Creates a standard parenting time plan that includes specific schedules for weekends, weekdays, holidays (Thanksgiving, winter break, spring break), and summer break, with the parent owing support entitled to a reasonable minimum amount of time with the child.

Requires the department to mail the standard parenting time plan with proposed administrative support orders and refer parents who do not agree on a plan to circuit court; parents pay no fee to file a petition for parenting time establishment.

Appropriates $350,476 in recurring funds and $690,650 in nonrecurring funds for fiscal year 2017-2018 to implement the act, which takes effect January 1, 2018; requires a report to the Governor and Legislature by December 31, 2018 on implementation status.
