Amends Florida law to require applicants for concealed weapon or firearm licenses to undergo a mental health evaluation conducted by a clinical psychologist or psychiatrist and be determined competent and of sound mind.

Adds mental health evaluation requirement as a new criterion (section n) for the Department of Agriculture and Consumer Services to issue a concealed carry license.

Defines the evaluating professionals as clinical psychologists or psychiatrists as defined in s. 394.455.

Takes effect July 1, 2017.
