HB 1357 - Reclaimed Water Summary

• Expands the Board of Administration's annual legislative report to include a summary of water supply investments and their regional impact on water availability.

• Creates a new Office of Program Policy Analysis and Government Accountability requirement to conduct annual reviews of state water supply investments and submit findings by January 15 each year.

• Authorizes water management districts to adopt rules providing water reuse incentives, including limited permit extensions, to promote reclaimed water use.

• Requires any project proposing beneficial reuse of reclaimed water be included in regional water supply development plans, and mandates facilities discharging reclaimed water into surface waters to submit utilization plans eliminating such discharges.

• Defines "direct potable reuse" as reclaimed water purified to meet federal and state drinking water standards; directs the Department of Environmental Protection to submit a report with criteria recommendations by December 31, 2018, with rulemaking authorized no sooner than July 1, 2019.
