Creates the Early Childhood Music Education Incentive Pilot Program within the Department of Education for 3 school years beginning in the 2017-2018 school year to support comprehensive music education for kindergarten through grade 2 students.

Requires participating school districts to have certified music educators provide at least 30 consecutive minutes of music instruction 2 days per week to all K-2 students, comply with class size requirements, and meet department standards for early childhood music education.

Provides selected school districts with annual funding of $150 per full-time equivalent student in kindergarten through grade 2 enrolled in the comprehensive music education program, with selection based on proximity to University of Florida and needs-based criteria.

Requires participating school districts to annually certify compliance with program requirements and mandates return of all pilot program funds for any fiscal year where certification is not provided.

Tasks the University of Florida's College of Education with evaluating program effectiveness through quantitative analysis of student achievement and qualitative evaluation of enrolled students, with the program expiring June 30, 2020.
