Creates a new licensure category for "doctors of medical science" who must be licensed physician assistants with at least 3 years of clinical practice and graduates of an accredited 2-year doctor of medical science program.

Requires doctors of medical science to pass a certification examination, maintain biennial licensure renewal with 100 hours of continuing medical education, and maintain affiliation with a hospital, group practice, or consulting physicians.

Authorizes doctors of medical science to order low-THC cannabis and medical cannabis for qualified patients and to prescribe controlled substances for chronic nonmalignant pain under the same conditions as physicians.

Licenses are automatically revoked if not renewed within 60 days of expiration, but may be reinstated upon payment of past due and late fees.

Effective date is July 1, 2017.
