The Office of Program Policy Analysis and Government Accountability shall contract with an independent third party to conduct a comprehensive, longitudinal study comparing Florida's Medicaid prepaid dental health program (2019-2024) with the prior managed medical assistance program (2014-2019).

The study must examine program effectiveness in providing access to care, patient satisfaction, service delivery, provider satisfaction, provider participation trends, and economic benefits to the state from each program.

A report of findings must be submitted to the Governor, President of the Senate, and Speaker of the House of Representatives by December 1, 2023.

The Legislature may use the study findings when setting minimum benefit scopes for Medicaid dental procurements occurring after January 1, 2024.

$250,000 is appropriated from the General Revenue Fund for fiscal year 2017-2018 to fund the independent third-party study; the act takes effect July 1, 2017.
