Requires specialty license plate organizations to achieve 1,000 voucher sales within 24 months (3,000 for out-of-state colleges/universities) or the plate is deauthorized and development discontinued.

Prohibits development of new specialty license plates when 125 or more plates are already approved, until sufficient plates are discontinued to bring the total below 125.

Establishes annual use fees of $25 for most new specialty plates and $50 for out-of-state colleges/universities and Auburn and University of Georgia plates.

Requires the department to discontinue specialty plates with fewer than 1,000 valid registrations for 12 consecutive months, or automatically discontinue the plate with the fewest registrations each January 1st.

Creates 22 new specialty license plates including Auburn University, Beat Childhood Cancer, Florida State Beekeepers Association, multiple fraternity and sorority plates, and University of Georgia plates, with specified annual use fee distributions to designated organizations.
