CS/HB 1391 Summary

• Streamlines home education program registration by requiring district superintendents to immediately register programs upon receipt of parent notice containing child's full legal name, address, and birthdate, with the notice constituting prima facie evidence of information provided.

• Prohibits school districts from requiring additional information or documentation from home education parents beyond statutory requirements unless the student participates in a school district program or the district receives evidence rebutting the notice.

• Authorizes home education students to access career and technical courses, industry certifications, national assessments, and statewide standardized assessments offered by school districts, with funding provided through the Florida Education Finance Program.

• Exempts dual enrollment students from paying technology fees and prohibits course limitations for home education students from exceeding those for other students; allows home education students to satisfy GPA requirements through common placement test scores instead.

• Requires schools and districts to comply with specified procedures in section 1003.26 before instituting criminal prosecution against parents for student nonenrollment or nonattendance; effective July 1, 2017.
