Adds a public records exemption to section 288.1259, F.S. for personal financial records, trade secrets, and proprietary information submitted by persons applying for equity investments from the Florida Film Investment Corporation

Exempts application information from disclosure requirements under Florida Statutes section 119.07(1) and Article I, section 24(a) of the State Constitution

Subjects the exemption to the Open Government Sunset Review Act and automatically repeals the exemption on October 2, 2022, unless the Legislature reenacts it

Establishes that the exemption is necessary to prevent a chilling effect on production participation and to ensure productions remain in-state, since productions must make in-state expenditures as a condition of receiving investments

Takes effect contingently on the same date that HB 1345 or similar legislation takes effect, if adopted in the same legislative session and becomes law
