Prohibits health insurance policies from increasing copayments or deductibles for prescription drugs, clinical services, or other health care services during the policy year if an insured is diagnosed with HIV infection or AIDS.

Prohibits removal of treating physicians from a health insurer's provider network during the policy year for insureds with HIV infection or AIDS, unless the physician poses an imminent threat to patient health and safety.

Requires health maintenance organization contracts with prescription drug benefits to place HIV/AIDS drugs at the lowest-priced generic rate or nonpreferred brand rate, and prohibits prior authorization, step-therapy requirements, drug quantity limits, or other utilization management techniques except as prescribed by the treating provider.

Applies the same copayment/deductible freeze and physician network protections to health maintenance contracts and prepaid health plans as specified for individual and group insurance policies.

Takes effect July 1, 2017.
