Creates Florida Statute 316.128 prohibiting persons from obstructing or interfering with vehicular traffic on public roads during protests or demonstrations without an issued public assembly permit or special event permit.

Violators commit a second-degree misdemeanor, punishable under sections 775.082 or 775.083 of Florida law.

Motor vehicle operators who unintentionally cause injury or death to a person obstructing traffic in violation of this law are not liable for such injury or death.

Places burden of proof on the accused to demonstrate they did not violate the obstruction prohibition or that any resulting injury or death was unintentional.

Effective date is July 1, 2017.
