Amends section 11.143, Florida Statutes, to change the authority of committee members to administer oaths and affirmations to witnesses from permissible ("may") to mandatory ("shall").

Committee chairs or any other member must administer oaths and affirmations in the manner prescribed by law to witnesses appearing before the committee to testify.

Applies to standing or select committees in their investigation of matters for which they seek evidence.

Becomes effective July 1, 2017.
