HB 1431 Summary

• Child care personnel must submit proof of compliance with training and credentialing requirements to the Department of Children and Families for publication on the Early Learning Workforce Registry upon its implementation.

• Each child care facility must submit its roster of child care personnel to the department for publishing on the Early Learning Workforce Registry in accordance with department rules.

• Prekindergarten instructors employed by private providers must hold an associate's or higher degree in child development and one of the following credentials: a child development associate credential from the National Credentialing Program, or an equivalent credential approved by the Department of Children and Families.

• Prekindergarten instructors must successfully complete an emergent literacy training course, a student performance standards training course, and a minimum of 20 clock hours of professional development training.

• Alternative educational credentials for prekindergarten instructors include a bachelor's degree in early childhood or elementary education, an associate's degree in child development, or equivalent credentials approved by the department.

• Effective date: July 1, 2017.
