Establishes the Florida Health Equity Research Institute at FSU as an Appropriations Project as defined in The Rules of The Florida House of Representatives and incorporates Appropriations Project Request 327 by reference.

Appropriates $1,000,000 in nonrecurring funds from the General Revenue Fund for fiscal year 2017-2018 to the Board of Governors to fund the Florida Health Equity Research Institute at FSU.

Specifies that no recurring funding shall be provided for this appropriations project regardless of any other law.

Takes effect July 1, 2017.
