Authorizes the use of state funds appropriated through the General Appropriations Act to administer Florida's prescription drug monitoring program, in addition to federal grants and private funding.

Removes the requirement that implementation of the prescription drug monitoring program is contingent upon receipt of nonstate funding.

Defines "nonmaterial costs" for grant-seeking purposes to include mailing and personnel expenses for research or grant applications, which do not prevent state cooperation with direct-support organizations.

Requires the department to comply with competitive-solicitation requirements under Florida Statutes section 287.057 for procurement of goods and services, with limited exemptions.

Prohibits funds provided directly or indirectly by prescription drug manufacturers from being used to implement the program, effective July 1, 2017.
