HB 5301 Summary

• Reorganizes the Agency for State Technology by revising the executive director's qualifications and establishing new positions including Deputy Executive Director, Chief Operations Officer, Chief Technology Officer, and Chief Information Security Officer.

• Requires state agencies to submit project oversight deliverables for information technology projects costing $10 million or more; requires Cabinet agencies (Financial Services, Legal Affairs, Agriculture and Consumer Services) to submit deliverables for projects costing $25 million or more that impact other agencies.

• Requires the state data center to use cloud computing services when cost-benefit analyses show they reduce costs while maintaining service levels and meeting security standards; requires biennial reporting on cloud computing usage by state agencies.

• Creates the Florida Cybersecurity Task Force consisting of representatives from law enforcement, emergency management, telecommunications, and the Agency for State Technology to assess state cybersecurity infrastructure and provide recommendations to leadership by November 1, 2018.

• Appropriates $100,000 in nonrecurring funds to the Florida Department of Law Enforcement for administrative costs of the Cybersecurity Task Force; effective July 1, 2017.
