HB 5709 - Medicaid Services Summary

• Deletes sole community hospitals from the definition of "rural hospital" in section 395.602, effective through June 30, 2021 for hospitals licensed during 2010-2012 fiscal years.

• Authorizes the Agency for Health Care Administration to receive funds from state entities, local governments, and other political subdivisions for special exception Medicaid payments, with requirements for letters of agreement and fund receipt by October 31 each fiscal year.

• Revises the definition of "Medicaid payments" in the Statewide Medicaid Residency Program to include outpatient enhanced ambulatory payment group rates effective July 1, 2017.

• Updates disproportionate share program data references from 2009-2011 audited data to 2007-2009 audited data for calculating hospital payments in the 2017-2018 fiscal year.

• Appropriates $578,918,460 from Grants and Donations Trust Fund and $929,467,313 from Medical Care Trust Fund for a Low-Income Pool Program contingent on federal approval, with the section expiring July 1, 2018.
