Deletes the prohibition preventing state agencies, local government entities, and Medicaid managed care plans from expending or renewing contracts with organizations that own or operate abortion clinics.

Removes the requirement that the Agency for Health Care Administration inspect at least 50 percent of patient records generated since a clinic's last license inspection during licensure inspections.

Eliminates language referencing exceptions to the public funds restriction that previously allowed funding for abortions involving rape, incest, or medical necessity to preserve the pregnant woman's life or avert serious physical impairment.

Retains rules requiring pregnancy termination procedures to be performed only by licensed physicians and mandating annual inspections of all licensed abortion clinics for compliance.

Takes effect July 1, 2017.
