Appropriates $800,000 from the General Revenue Fund to compensate L.T. for injuries and damages resulting from negligence by Department of Children and Families employees in her placement and supervision with Vicki and Eddie Thomas.

Requires remaining funds after attorney fees (max $120,000), lobbying fees (max $80,000), medical liens, and immediate needs to be placed in a trust administered by an institutional trustee of L.T.'s choosing, terminating on her 25th birthday when remaining principal and interest revert to her or her heirs.

Directs the Chief Financial Officer to draw and pay a warrant to L.T. in the amount of $800,000 from State Treasury funds.

Establishes legislative intent that all Medicaid liens arising from L.T.'s treatment shall be waived or paid by the state, with this award serving as sole compensation for all present and future claims related to the case.

Takes effect upon becoming law.
