Appropriates $1,116,940 from the State Transportation Trust Fund to compensate Amie Draiemann O'Brien, Hailey Morgan Stephenson, and Christian Darby Stephenson II for the wrongful death of Christian Darby Stephenson on August 12, 2000, which resulted partly from Department of Transportation negligence in maintaining drain systems on the Hart Bridge Expressway in Duval County.

Distributes the $1,116,940 as follows: $404,575.65 to the Estate of Christian Darby Stephenson; $237,454.78 to Amie Draiemann O'Brien; $311,212.04 in trust for Hailey Morgan Stephenson; and $163,697.53 in trust for Christian Darby Stephenson II.

Limits fees and expenses deducted from the appropriation: no attorney fees allowed, lobbying fees capped at $55,847, and costs and other expenses capped at $223,388.

Designates the payment under this act combined with prior Department of Transportation payments under section 768.28, Florida Statutes ($175,100), as the sole compensation for all present and future claims arising from Christian Darby Stephenson's death.
