City of Miami authorized to appropriate and pay $2,300,000 to Marilyn Jelks, legal guardian of Mary Mifflin-Gee, to be placed in a Special Needs Trust for her exclusive use and benefit.

Compensation addresses injuries and damages from October 25, 2012 incident where Miami Fire-Rescue paramedics failed to secure unconscious patient to gurney, resulting in severe traumatic brain injury when she fell and struck her head.

Settlement derived from case mediated February 6, 2015, with total recovery of $2.5 million: Lloyd's of London insurance company paying $2 million and City of Miami paying $200,000 under sovereign immunity limits.

Attorney fees capped at $575,000, no lobbying fees permitted, and costs and expenses limited to $17,110.39 from the $2,300,000 appropriation.

Payment constitutes sole compensation for all present and future claims arising from the incident; effective upon becoming law.
