Appropriates $3.75 million from the Federal Grants Trust Fund to the Department of Children and Families to compensate a surviving child and the estate of a deceased child for injuries and death resulting from DCF negligence in child placement and abuse monitoring.

Allocates $1.875 million for fiscal year 2017-2018 and $1.875 million for fiscal year 2018-2019, with payments distributed in two equal installments to the adoptive parents of Survivor ($562,500 each year) and the personal representative of the Estate of Victim ($1,312,500 each year).

Establishes payment limitations: attorney fees capped at $750,000, lobbyist fees capped at $187,500, and costs and other expenses capped at $76,312.81 from the appropriated amount.

Designates the total compensation ($3.75 million through this bill plus $1.25 million previously paid under Florida Statutes § 768.28, totaling $5 million) as sole compensation for all present and future claims arising from the case.

Takes effect upon becoming law.
