Appropriates $5,076,543.08 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to Department of Children and Families negligence in a 2002 foster care placement case.

Requires funds remaining after attorney fees and costs to be placed into an irrevocable trust created exclusively for C.M.H.'s use and benefit.

Limits attorney fees to $1,269,135.77, prohibits all lobbying fees, and caps costs and similar expenses at $731.47.

Designates the appropriation combined with the prior $100,000 statutory payment as the sole compensation for all present and future claims arising from the incident.

Effective upon becoming law.
