Compensates Dustin Reinhardt for injuries sustained on September 4, 2013, when a truck tire exploded in his face during an auto shop class at Seminole Ridge Community High School in Loxahatchee, resulting in severe traumatic brain injury, vision loss in one eye, and permanent need for supervised care.

Palm Beach County School Board must pay $1.7 million into a Special Needs Trust for Reinhardt within 30 days of enactment and purchase three $1 million annuities over successive years, with first annuity disbursements beginning September 2023.

Total settlement amount is $5 million; school board already paid $300,000 under statutory liability limits, leaving $4.7 million to be paid through this act.

Payments satisfy all present and future claims arising from the incident; attorney fees capped at $940,000 and lobbying fees capped at $235,000, with no costs or expenses allowed beyond these limits.

Act takes effect upon becoming law.
