Appropriates $1 million from the General Revenue Fund to the Department of Health to compensate Iyonna Hughey for injuries sustained from alleged negligence by the Brevard County Health Department

The Brevard County Health Department failed to report Pap smear results showing herpes simplex virus to Vonshelle Brothers during a March 16, 2010 prenatal visit, resulting in her daughter Iyonna being born with herpes meningoencephalitis on October 14, 2010

Iyonna continues to experience significant developmental delay and neurologic impairment requiring ongoing physical therapy, occupational and speech therapy, and neurologic and ophthalmologic care

The $1 million appropriation plus the previously paid $200,000 under Florida Statutes section 768.28 constitute sole compensation for all present and future claims related to the alleged negligent acts

Caps total attorney fees at $100,000, lobbying fees at $50,000, and costs and other expenses at $2,214 from the $1 million award; directs funds to be placed in a special needs trust for Iyonna's exclusive benefit
