Appropriates $1 million from the General Revenue Fund to compensate Eddie Weekley and Charlotte Williams for the disappearance and death of their son Franklin Weekley while in care at Marianna Sunland Center in 2002.

Franklin Weekley disappeared December 6, 2002, and his skeletal remains were found October 28, 2004, in a basement of a building adjacent to the facility where he had resided.

Funds are to be paid into a Medicaid-compliant special needs trust account established on behalf of Eddie Weekley and Charlotte Williams per a settlement agreement approved by the court in 2007.

This $1 million payment is in addition to $300,000 previously paid by the Agency for Persons with Disabilities to settle claims arising from Franklin Weekley's disappearance and death.

Attorney fees are capped at $200,000, lobbying fees at $50,000, and costs and other expenses at $221.03 from the $1 million award.
