Palm Beach County School Board shall pay $790,000 to Altavious Carter within 20 days of enactment for injuries sustained when a school bus driver (Dennis Gratham) struck his vehicle at an intersection on December 15, 2005, causing a broken neck and requiring spinal fusion surgery.

The $790,000 payment to Altavious Carter, combined with amounts previously paid under Florida's sovereign immunity statute, constitutes full compensation for all present and future claims related to the incident, with attorney fees capped at 25 percent of the total award.

Palm Beach County School Board shall pay $1.7 million to Dustin Reinhardt's Special Needs Trust within 30 days of enactment for injuries sustained when a truck tire exploded during an auto shop class on September 4, 2013, resulting in loss of vision, traumatic brain injury, and permanent supervised care requirements.

The school board shall purchase three separate $1 million annuities over successive years, with the first annuity beginning annual disbursements to Dustin Reinhardt's Special Needs Trust in September 2023.

The total compensation to Dustin Reinhardt under this act, combined with amounts previously paid under Florida statute, is the sole compensation for all claims, with attorney fees capped at $940,000, lobbying fees capped at $235,000, and no costs reimbursable.
