Abrogates the scheduled October 1, 2017 repeal of section 250.115, Florida Statutes, allowing the Department of Military Affairs direct-support organization to continue operating indefinitely unless the Legislature acts to repeal it in the future.

Defines a direct-support organization as a nonprofit Florida corporation that raises funds, receives grants and gifts, manages securities and property, and supports the Soldiers and Airmen Assistance Program under the Adjutant General's direction.

Requires the direct-support organization to operate under a written contract with the department that includes annual certification of compliance, disclosure of contract terms to donors, and provisions for reversion of moneys and property to the state if the organization or department ceases to exist.

Mandates the organization must provide equal employment opportunities regardless of race, color, national origin, gender, age, or religion to use Department of Military Affairs property, facilities, or personal services.

Requires submission of annual budgets, financial reports, federal tax forms (IRS Forms 1023 and 990), and annual financial audits to the Department of Military Affairs; act effective July 1, 2017.
