Amends s. 292.055, Florida Statutes, to abrogate the scheduled repeal of provisions governing a direct-support organization for the Department of Veterans' Affairs, allowing it to continue indefinitely rather than expire on October 1, 2017.

Authorizes the Department of Veterans' Affairs to establish a direct-support organization named the "Sergeant First Class Paul R. Smith Memorial Act" to obtain funds, grants, gifts, and bequests for veterans and congressionally chartered veteran service organizations.

Requires the direct-support organization to be governed by a board of at least five members appointed by the department's executive director, with a majority being veterans, and establishes 3-year staggered terms for board members.

Mandates annual financial audits, submission of federal tax forms (IRS Form 1023 and Form 990), and written contracts with the department that include annual certification of compliance with departmental goals and state interests.

Provides confidentiality protections for donors and prospective donors who wish to remain anonymous, exempting donor information from public records and meeting sunshine law requirements.
