CS/HB 7047 Summary

• Eliminates separate branch office licenses for yacht brokers and removes the associated fee requirement.

• Repeals business agent licensing and labor organization registration requirements under Chapter 447, removing multiple regulatory provisions.

• Creates "restricted barber" and "restricted barbering" licenses with reduced training hours (325 hours vs. 1,200 hours for full barbers) and limited scope of practice.

• Exempts hair braiding, hair wrapping, body wrapping, nail polishing, and makeup application from licensing requirements when practiced exclusively in those areas.

• Replaces "certificate of authorization" requirements with "qualifying agent" requirements for professional practices (architecture, landscape architecture, geology), allowing business organizations to practice through individual qualifying professionals.

• Removes licensing requirements for timekeepers and announcers in boxing.

• Takes effect July 1, 2017.
