• Requires the Department of Health to waive birth certificate fees for juvenile offenders in custody or under supervision of the Department of Juvenile Justice receiving services under section 985.461.

• Creates "prolific juvenile offender" classification for children charged with felony acts who have prior felony adjudications and 5 or more arrest events, with specific detention and hearing requirements including adjudicatory hearings within 45 days.

• Mandates secure detention for children meeting specified criteria until detention hearing, including those taken into custody three or more times within 60 days and those charged with firearm offenses on school property.

• Establishes detention time limits: 21 days for initial detention (extendable to 30 days for serious offenses), 15 days post-adjudication, and special provisions for prolific juvenile offenders with 15-day limits after adjudication.

• Requires secure detention for all children awaiting placement in residential commitment programs until placement is accomplished, and sets adjudication disqualification for firearm possession at age 24 unless offense is expunged.
