HB 7091 Summary: Probation and Community Control

• Replaces references to "parole and probation supervisors" or "correctional probation officers" with "probation officers" throughout probation and community control statutes.

• Adds addiction-recovery supervision program as an exception to immediate commencement of probation upon release and modifies administrative probation eligibility by narrowing the list of ineligible offenses effective October 1, 2017.

• Changes community control program focus from "sanctions and consequences" to "home confinement with limitations" and reduces maximum caseloads from 30 to 25 cases per officer.

• Replaces "public service" terminology with "community service" and removes probation program drug punishment treatment community facilities from authorized residential treatment facilities.

• Makes electronic monitoring of offenders on community control mandatory rather than permissive and takes effect July 1, 2017.
