HB 7115 Summary

• Governs disposition of unclaimed or unidentified remains exhumed from Arthur G. Dozier School for Boys in Marianna during forensic investigation conducted by University of South Florida.

• Division of Purchasing of Department of Management Services shall select licensed removal services and funeral establishments to transport and prepare remains for reinterment: 1914 dormitory fire victims at Boot Hill Cemetery in Jackson County, and all other unidentified/unclaimed remains at a cemetery in Leon County.

• Establishes Arthur G. Dozier School for Boys Memorial at two locations—one in Tallahassee on Capitol Complex grounds and one in Jackson County—to be administered by Department of Management Services, coordinating with historical and state entities and considering recommendations from former students.

• Board of Trustees of Internal Improvement Trust Fund shall convey North Campus, South Campus, and Boot Hill Cemetery lands to Jackson County with deed restrictions and perpetual public easements for the White House (50-foot buffer) and Boot Hill Cemetery (100-foot buffer).

• Appropriates $1.2 million in nonrecurring funds for 2017-2018 fiscal year to Department of Management Services; names Forensic Training Center the "Thomas Varnadoe Forensic Center for Education and Research"; requires Division of State Lands to prepare feasibility study proposal for locating unidentified burial sites using ground-penetrating radar by January 1, 2018.
