Requires state universities to use gap analyses of job market demands to identify internship opportunities in high-demand fields where students can gain mentorship, industry certifications, and employment.

Establishes the World Class Faculty and Scholar Program to fund state university efforts in recruiting and retaining exemplary faculty and research scholars through investments in cluster hires, research infrastructure, and professional development.

Establishes the State University Professional and Graduate Degree Excellence Program to fund quality improvements in state university medicine, law, and graduate-level business programs to enhance their national and global prominence.

Revises the Alec P. Courtelis University Facility Enhancement Challenge Grant Program by deleting the associated trust fund and allowing the Legislature to prioritize funding for pre-June 30, 2011 projects during the 2017-2018 fiscal year.

Updates cross-references in statute to reflect changes to the University Facility Enhancement Challenge Grant Program regarding facility naming authority for state universities.
