• Authorizes point-of-sale lottery terminals allowing people 18+ to purchase lottery tickets at retail locations using credit/debit cards, subject to age verification and purchase limits set by the Department of the Lottery.

• Ratifies amended Seminole Tribe gaming compact executed December 7, 2015, which expands authorized gaming activities including point-of-sale lottery sales, fantasy contests, additional slot machines, designated player poker games, and blackjack table games while maintaining state revenue payments.

• Creates fantasy contest regulation framework establishing the Office of Contest Amusements within the Department of Business and Professional Regulation to license and regulate fantasy sports operators with consumer protections, audit requirements, and civil penalties up to $100,000.

• Expands pari-mutuel gaming flexibility allowing certain horse racing, greyhound racing, jai alai, and harness racing permitholders to operate without conducting full live schedules while retaining permits and eligibility for slot machine licenses and cardroom operations.

• Establishes two additional slot machine licenses in Broward County or designated counties with $2 million application fees, creates thoroughbred purse supplement programs funded by Seminole Tribe payments, and authorizes up to 25 house-banked blackjack tables at eligible facilities.
