Deletes requirement for state universities, Florida College System institutions, school district career centers, and charter technical career centers to waive out-of-state fees for students who attended secondary school in Florida for 3 consecutive years and graduated from a Florida high school.

Eliminates waiver eligibility for undocumented students and other nonresidents meeting the specified attendance and graduation requirements.

Removes provisions requiring institutions to charge waived students no more than resident tuition and fees, with waivers applicable for 110 percent of required credit hours.

Eliminates annual reporting requirements to the Board of Governors and State Board of Education regarding the number, value, and percentage of fee waivers granted.

Takes effect July 1, 2017.
