Prohibits persons or entities that publish or disseminate arrest booking photographs from soliciting or accepting fees to remove photographs.

Allows individuals whose arrest booking photographs are published to request removal in writing via registered mail with proof of identification and specific photograph information.

Requires removal of arrest booking photographs within 10 days of receiving a written removal request at no charge.

Authorizes civil action to enjoin continued publication if photographs are not removed within 10 days, with courts able to impose $1,000 per day civil penalties and award attorney fees and court costs.

Requires the Criminal Justice Information Program to administratively seal criminal history records upon notification from the court clerk that charges were declined, dismissed, or resulted in acquittal, effective when SB 450 or similar legislation becomes law.
