Removes county charter authority to allow county officers (sheriff, tax collector, property appraiser, supervisor of elections) to be chosen by methods other than election.

Prohibits special laws from allowing the clerk of the circuit court to be selected by any method other than election by county voters.

Authorizes abolition of county offices only when duties are transferred to another office through special law approved by county voters.

Removes county charter authority to transfer the clerk of the circuit court's ex officio duties (clerk of board of county commissioners, auditor, recorder, custodian of county funds) to another officer.

Amendment takes effect January 5, 2021, if approved by Florida voters at the next general election.
