Removes authority for county charters to allow county officers (sheriff, tax collector, property appraiser, clerk of circuit court) to be chosen by methods other than election.

Prohibits special laws from allowing supervisors of elections to be chosen by any method other than election.

Authorizes abolition of county offices only when all duties are transferred to another office by special law approved by county voters.

Removes authority for county charters to transfer the clerk of the circuit court's ex officio duties (clerk of board of county commissioners, auditor, recorder, custodian of county funds) to another officer.

Amendment takes effect January 5, 2021, if approved by voters at the general election.
