Authorizes law enforcement officers to stop motor vehicles and issue citations for texting while driving as a primary offense, eliminating the previous requirement that enforcement occur only as a secondary action.

Directs all fines collected for violations of the texting while driving law to be deposited into the Emergency Medical Services Trust Fund of the Department of Health instead of general revenue.

Repeals the prior restriction that limited enforcement of texting while driving violations to situations where a driver had been detained for another traffic violation.

Takes effect October 1, 2017.
