Allows emergency responders and crime laboratory personnel to possess, store, and administer emergency opioid antagonists for overdose treatment.

Establishes murder charges for unlawful drug distribution by adults 18+ involving fentanyl, alfentanil, carfentanil, sufentanil, opium, cocaine, or methadone that proximately causes death.

Adds synthetic opioid derivatives and fentanyl analogs to Schedule I controlled substances, and creates trafficking offenses for fentanyl (4+ grams), synthetic cannabinoids (280+ grams), and n-benzyl phenethylamines (14+ grams) with mandatory minimum sentences.

Increases penalties for trafficking in hydrocodone and oxycodone, and expands phencyclidine trafficking charges to include substituted phenylcyclohexylamines.

Updates Criminal Punishment Code offense severity rankings to incorporate new trafficking offenses and related drug amendments, with effective date of October 1, 2017.
